Singapore, 23 March 2026 – Singapore-based mining and resources company, TOP International Holding (“TOP”), today announced the launch of the TOP Foon Yew Dream Education Advancement Programme (高顶宽柔圆梦助学培育基金) in collaboration with the Foon Yew High School Alumni (Singapore) Association.
The programme is designed as a long-term, development-led education assistance initiative to help eligible Foon Yew High School graduates access university education by reducing tuition-related financial barriers.
Structured as an interest-free, repayable education assistance loan, the programme provides up to S$10,000 per academic year for tuition fees, for up to two new applicants each year. Recipients will be selected based on demonstrated financial need, academic potential, and commitment to personal growth.
“As a Foon Yew alumnus, this partnership is deeply personal to me,” said Dato’ Victor Tan, CEO of TOP International Holding. “Foon Yew has supported and shaped me in so many ways, through the dedication of its teachers, the values it instilled, and the community that formed a strong support system. I truly hope this support will enable the next generation of leaders to fulfil their aspirations and pursue their continued education in top universities – and to pay it forward in time to come.”

The programme will be jointly administered by TOP and the Executive Committee (EXCo) of the Foon Yew High School Alumni (Singapore) Association, ensuring sound governance, fairness and clear accountability in selection and administration.
Development-led approach that builds on Foon Yew’s ongoing commitment
Beyond tuition support, programme recipients will be supported through mentorship and structured development touchpoints, including guided reflections and opportunities to learn and grow through industry exposure and potential internship-related pathways. Recipients will also have the opportunity to be brought into TOP’s talent pool, creating a pathway to longer-term career opportunities. Any scholarship conversion would be assessed based on individual performance and suitability, if they subsequently join TOP and complete three years of employment.
The programme also builds on Foon Yew’s sustained efforts to support its graduates in pursuing higher education. Since 2016, the Foon Yew High School Alumni (Singapore) Association has committed to this mission through the Memorial Education Fund for Tan Hooi Song (纪念陈徽崇老师教育基金) – in honour of Mr. Tan Hooi Song, a teacher at Foon Yew High School whose legacy inspired the creation of the fund.
To date, the Memorial Fund has supported 33 recipients, reflecting the alumni community’s enduring belief in helping the next generation progress through education.
With TOP’s partnership, this commitment is expanded through a programme designed to strengthen both access and long-term development outcomes for eligible graduates.
Eligibility and application
The programme is open to eligible Foon Yew High School graduates who meet the programme criteria.

About Foon Yew High School Alumni (Singapore) Association
Foon Yew High School Alumni (Singapore) Association was established in 2013 under the Registry of Societies, Singapore. The main objectives for the association are to promote fellowship, mutual assistance and well-being among members residing in Singapore, support its alma mater and juniors when needed.
The association regularly organises activities and events to cater for various interests and needs of different communities, including alumni members, school teachers, and undergraduate students. The association has donated funds for the alma mater’s development project and also established the Memorial Education Fund for Tan Hooi Song (纪念陈徽崇老师教育基金) in 2016 to provide financial assistance to 33 undergraduates so far.
Currently, the association has approximately 350 regular members and 70 student members.
